Since January 2018, Valerie Briggs has served as the Director, Office of Transportation Management within the Federal Highway Administration (FHWA). In this capacity, she provides national leadership for advancing the operations of metropolitan, rural, and statewide surface transportation systems to enhance safety, mobility, efficiency, and productivity. Program areas include system performance measurement and management, traffic analysis, institutional capacity building for operations, congestion and demand management, tolling and pricing, intelligent transportation systems, and connected and automated vehicles. The Office of Transportation Management also administers the Advanced Transportation Technologies and Innovation, Congestion Relief, Reduction of Truck Emissions at Port Facilities, and Strategic Innovation for Revenue Collection discretionary grant programs.
For nine months in 2023, Valerie served as Acting Associate Administrator for FHWA’s Office of Innovation and Workforce Solutions. This office oversaw the FHWA Resource Center; the National Highway Institute; and programs for accelerating innovation, transportation workforce development, and local and tribal technical assistance.
Prior to these roles, Valerie has served as Director of FHWA’s National Highway Institute, a team leader within the U.S. Department of Transportation’s Intelligent Transportation Systems Joint Program Office, program manager for transportation operations at the American Association of State Highway and Transportation Officials and as a consultant in the Intelligent Transportation Systems industry.
Valerie holds Bachelor’s and Master’s degrees in Civil Engineering, and a Master of Public Affairs degree, all from the University of Texas at Austin.
