Susan Oatman began her career with the Kentucky Transportation Cabinet (KYTC) in 2007. She currently
serves as the Statewide Local Public Agency (LPA) Coordinator and leads KYTC’s discretionary grants
team in the Division of Program Management. Responsibilities of the discretionary grants team include
reviewing the 2021 Bipartisan Infrastructure Law (BIL) and overseeing KYTC’s grant application efforts.
Susan earned a Bachelor of Science in Civil Engineering from the University of Kentucky. She resides in
Winchester, KY with her husband.
