Pam Shepherd is the Executive Director of Federated Transportation Services of the Bluegrass,
Inc. (FTSB) for the last 25 years. FTSB is the largest Non-Emergency Medicaid Transportation
Broker in Kentucky. The brokerage serves four regions in 23 counties, which includes the three
urbanized areas in the state. FTSB also, provides public transportation in five rural counties.
Shepherd is the President of the Kentucky Public Transit Association, is the Kentucky State
Delegate for the Community Transportation Association of America (CTAA), serves on the
Lexington Area MPO Transportation Policy Committee, is a member of the American Public
Transportation Association (APTA) State Affairs Committee and the KBT Public Transit, Access,
and Safety Committee. Shepherd was inducted into the Kentucky Public Transit Hall of Fame in
2007 and is a Certified Community Transit Manager.
