Heather Wills is Vice President and National Tolling Director at STV, leading strategy and delivery for complex transportation programs nationwide. With more than 20 years of experience—including over a decade in public-sector leadership—she helps agencies connect policy goals to practical, buildable projects that deliver measurable results.
Heather served as Program Manager for Oregon’s first major tolling initiative on I-5 and I-205—a $250 million effort aimed at modernizing critical highway corridors and managing congestion. The program advanced through design and environmental milestones before being paused due to shifting political priorities. That experience reinforced Heather’s belief that tolling success depends as much on public trust and clear communication as it does on sound engineering.
Heather’s approach blends fiscal realism with innovation. She works closely with boards, commissions, and DOT partners to ensure that tolling, managed lanes, and corridor investments deliver measurable results for taxpayers and drivers alike. The lessons from Oregon—on sequencing, risk management, and community trust—can be applied to help other states and agencies navigate similar challenges as they consider or advance new funding and pricing tools.
Heather earned her master’s degree from Portland State University and completed executive training at Columbia Business School. A graduate of the IBTTA Executive Leadership Academy, she focuses on helping states develop transportation funding strategies grounded in local values and fiscal common sense.
