Amanda Spencer serves as assistant state highway engineer with KYTC. She’s leading financing for ORX Section 2, which includes the river crossing. Amanda also serves as KYTC project manager for Louisville Bridges Tolling. She has more than 20 years of transportation experience and more than 10 years with KYTC.
